This is a firm in chicago,(oakbrook) but the firm seems smaller. The site is mostly flashbased and I think the samples are too small, so sorry for the crappy resolution on the examples.

Website evaluation:
URL makes sense YES
Oppenin stong and good for site…yes
Opened quickly…yes
Homepage is clean and simple to navigate
No scrolling on homepage
Links are simple and organized…make sense
easy to read text
frames? i dunno
Content is good, but could be better
Background color is simple and modern
Animation is subtle in flash navigation and picture changes, nothing “flashy”
Contact page successful with links
I only with the examples were larger or could be clicked to make larger to they are more readable.

There were no frames, most design sites don’t use frames any more. Overall you are right it’s a nice, clean and easy to navigate stie.
